For meeting the growing Global logistics demand driven by business expansion, continuously optimizing the supply chain system and enhancing supply chain resilience, Prinx Chengshan publicly invites qualified international freight forwarding enterprises to participate in this tender.

三、服务范围：Scope of Services
本次招标航线分为欧线DDP业务、美线DDP业务、非欧美航线CIF业务、跨境铁路业务。
This tender covers four routes: Europe Lane / US Lane / Other lanes (excluding Europe and the US), and Cross border Railway business.
注意：原则上每家投标单位仅可投标一条航线，不接受跨航线投标（跨境铁路除外）。报名时请注明投标航线。
Note: In principle, each bidder may submit a bid for only one single lane. Cross lane bidding is not accepted (except for Cross border Railway route). Please clearly mark the bidding lane upon registration.

四、投标人的资格要求Bidder Qualifications
（一）法人资格Legal Status
1. 境内货代Domestic Freight Forwarders
中国境内（含港澳台）依法注册成立的独立法人，在法律上和财务上独立并能合法运作，具有独立定立合同的权利；有效存续且企业资信良好；国内主体注册成立时间不少于10年，关联境外主体注册成立时间不少于5年；须在泰国、马来西亚、欧洲和美国设有分公司机构。
Independent legal entity registered in China (including HK, Macao, Taiwan); financially and legally independent, with the legal capacity to enter into contracts and a sound credit standing .;incorporated at least 10 years ago"；"affiliated overseas entity at least 5 years old. The bidder must maintain branches or offices in Thailand, Malaysia, Europe, and the United States..
2. 海外一线货代Overseas Tier 1 Freight Forwarders
总部位于境外，进入全球货代25强榜单或全球3PL 50强榜单（参考：Armstrong & Associates全球货代25强榜单、Armstrong全球3PL 50强榜单），境内主体可为独资/合资/授权代表机构；全球网络覆盖≥30国或在投标航线目的国有自营机构；以境外总部存续年限（≥10年）、经审计财务报告、国际信用报告（邓白氏等）、FMC/欧盟海关等境外资质替代境内注册年限与注册资本要求。
Headquartered overseas, ranked among the Armstrong & Associates Global Top 25 Freight Forwarders or listed in the Top 50 3PL ranking. Chinese entity can be wholly owned /joint venture /authorized representative office. Global network covering ≥30 countries or directly operated offices in bidding route destination countries. Overseas head office establishment age (≥10 years), audited financial report, Dun & Bradstreet credit report and overseas official qualifications (FMC / EU customs filing) may be accepted in lieu of domestic registration-age and registered-capital requirements.

（三）其他要求Other Requirements
1．企业不是失信被执行人、重大税收违法失信案件当事人；未列入经营异常名录；不存在责令停产停业、资产监管冻结、破产清算等经营异常及不良记录；
Bidder shall not be dishonest executor, major tax violation party, or listed in business abnormality list; no production suspension, asset freeze or bankruptcy records.
2．本项目不接受联合体投标。如两家或者多家单位存在“同一所有者/实际控制人”或“存在直接控股/关联关系的，则仅允许1家单位（独立法人）”报名；
Consortium bids are not accepted.. If multiple entities share the same actual controller or direct holding relationship, only one independent legal entity is allowed to register.
3．不允许中标货运代理将本项目业务整体转包；未经招标人书面许可，不得将核心业务分包第三方。
Awarded bidder cannot subcontract the whole project. Core business cannot be subcontracted without tenderer’s written approval.
（四）报名同时必须提交的报名资料至少包括：Mandatory Registration Documents
1. 境内货代Domestic Freight Forwarders
1）公司简介（含公司组织架构图）、会计师事务所出具的上一年度财务审计报告或近三年的资产负债表和损益表。若无审计报告，提供第三方税务事务所出具的汇算清缴报告，加上税务官网的财务报表全屏截图三张（近三年的年利润表+现金流量表+资产负债表）；
Company profile (organization chart); latest year audit report or 3 year balance sheet & profit loss statement. Without audit report: tax firm final settlement report plus three screenshots of financial statements from the tax authority's official website.
2）有效期内的企业法人营业执照副本复印件加盖公章；
Valid business license copy (sealed).
3）有效期内的企业法人代表证明书或法人授权委托书（需原件、法人亲笔签名且加盖红公章）；
Legal person certificate or original power of attorney (legal rep signature + company seal).
4）法人及业务联系人代表身份证复印件及业务联系人在该公司连续五年以上社保缴纳证明，均须加盖公章；
ID copies of legal rep & contact person and over 5 year social security record of contact person (sealed).
5）无船承运业务经营资格登记证-NVOCC证明复印件加盖公章；
NVOCC certificate copy (sealed).
6）国际货运代理企业备案表复印件加盖公章；
International freight forwarder filing record copy (sealed).
7）月/年集装箱处理能力的证明加盖公章。
Monthly /annual container throughput proof (sealed).
2. 海外一线货代Overseas Tier 1 Freight Forwarders
1）海外总部存续证明海外总部商业登记证、存续证明、公司章程；
Overseas headquarters business registration certificate, Good Standing Certificate, articles of association.
2）海外主体营业执照/授权代表资质及授权书；
Overseas entity business license/authorized representative qualification and power of attorney.
3）海外总部经审计的财务报告及国际信用报告（邓白氏等）；
Overseas headquarters audited financial report international credit reports (such as Dun & Bradstreet).
4）NVOCC 资质证书、FMC 备案证明（美线）、欧盟海关备案资质（欧线）等对应航线境外官方资质文件；
Route relevant overseas official certificates: NVOCC certificate, FMC filing certificate (US route), EU customs filing qualification (EU route).
5）反洗钱/反恐合规政策文件；
Anti-money laundering/counter-terrorism compliance policy documents.
6）近3年重大诉讼及行政处罚完整披露。
Statement of major litigation/administrative penalties in the past 3 years.

六、发放标书时间和地点Tender Document Release
招标人完成审查后，将告知投标人是否通过资格预审；对通过资格预审的投标人发放招标文件，时间和地点另行通知。
Tenderer will notify bidders of pre qualification result. Tender documents will be issued to qualified bidders; time to be notified separately.
七、投标保证金要求Bid Security
投标单位须在技术标评审前缴纳投标保证金人民币20万元（请注明打款人单位），并于招标前出示打款凭证。投标保证金将于合同签订完成后的5个工作日内予以退还。
Bidder shall pay bid bond RMB 200,000 before technical bid review and provide payment receipt. Bond will be refunded within 5 working days after contract signing.
